Issue Summary
Some users have experienced an issue where Placeholder layers in Design Studio Editor appear to be moving forwards and backwards in the layer ordering automatically after duplicating a Placeholder layer.

What Happens
When a Placeholder layer is duplicated in Design Studio Editor, the duplicated Placeholder may automatically move forward or backward in the layer order, causing it to appear in front of or behind other design elements unexpectedly.
Workaround Steps
- Create each Placeholder manually instead of duplicating an existing Placeholder layer
